The USAID Project for Strengthening Mobilization Resource Activity has prepared a Transparency Code intended for the local level, to accommodate the needs of the Ministry of Local Self-Government of the Republic of North Macedonia. The purpose of this Code is to improve the transparency and accountability of local self-government units by determining the main informational source and structure, which in turn should be published on the websites of the municipalities.

The Local Level Transparency Code upholds the minimum standards for proactively informing the public regarding the work of the municipality's bodies, the services provided by the municipality through public services, as well as other information that the municipality produces or has at its disposal. The goal is to ensure a uniform access to information in all municipalities in a predictable manner, by applying these standards, while also simultaneously upholding the minimum standards at a satisfactory technical level.

The need to develop the Local Level Transparency Code, stems from the Law on Local Self-Government, the Law on Free Access to Public Information, Law on Utilization of Public Sector Data as well as the Law on Personal Data Protection, and is provided for by the Action Plan for implementation of the Program for sustainable local development and decentralization for the period 2021-2026.
