If the mayor represents the municipality, the members of the councils are representing the citizens. Through the members of the councils, the constitutionally guaranteed right for indirect decision-making of the citizens through their elected representatives is provided. At the same time, the members of the councils are those who should provide conditions for realization of the constitutionally guaranteed right for direct participation of citizens in decision-making at the local level, said Minister Fazliu.
Fazliu stressed that the project for strengthening of the capacities of municipal councils, supported by the Swiss government, comes at the right time, at the start of the mandate.

On the contrary, the main responsibility for the citizens is exactly the members of the councils, because your two fingers decide on the adoption of the budget, but also for the spending of public money, the detailed urban plans, the prices of services, the operation of the public enterprises in the municipality, the kindergartens and schools, said Minister of Local Self-Government Suhеil Fazliu.
